Google account. Google VP engineer Pavini Diwanji had this to say:

“When your child is ready for their first Android device,Family Link kets you create a Google Account for them, which is like your own account, and also set certain digital ground rules that work for your family, like managing the apps your kid can use, keeping an eye on the screen time, and setting a bedtime on your kid’s device”.

Having said that, Family link helps parent remotely lock their kids’ devices when it is time to do other important things, like studying and also help them to filter unwanted content from Google's app like chrome browser.

However, for the app to work both parent the child must use an Android device, while the parent's android version must be 4.0 and higher, the child Android version must be at least on Android 7.0 (Nougat). The Family Link will be on google play soon.
